Where an Online MBA Admissions Team's Budget Actually Goes

An admissions head in Indore planning next year's budget usually starts with one question: how many more counsellors do I need? It is the wrong first question. Before adding a seat, look at where the existing money goes. In a typical office of about twenty, fifteen people may make calls, but the budget is also paying for supervision, document checking, application processing, reporting and tools, and those lines grow every time the calling team does. This article shows how to split the budget by function, using your own numbers.

Why a budget by function beats a budget by headcount

Most admissions budgets are written as a list of people and a list of expenses: salaries, then rent, then software. That view hides the thing you actually want to manage, which is how much each stage of the admissions process costs. A budget by function asks a different question. What does it cost to generate a counselling conversation? To verify a document set? To get an application from form to fee payment? To report on it all on Monday morning?

The scenario for this article is the same one used in the companion piece on the true cost of the calling team: an office of about twenty, of whom roughly fifteen are counsellors and callers. It is a scenario for arithmetic, not a market statistic. Your office may be smaller or larger, and you should replace every placeholder with your own register.

Functional budgeting also protects you from a common trap. When enrolment targets rise, the instinct is to add callers. But if callers rise from fifteen to twenty, you are also adding to supervision, verification, application processing and reporting. The real cost of the sixth extra seat is not one salary; it is one salary plus a slice of everyone who supports it.

The six functions that take the money

Six functions of an online MBA admissions budget and what drives each one

Group every rupee into one of six functions. The table shows the scenario headcount, which is illustrative, and what pushes each line up or down.

Function Illustrative headcount What drives its cost
Calling and counselling About 15 Seats, incentives, idle time, attrition
Supervision and team lead 1 Team size, call listening, reassignment
Document verification 1 to 2 Applications per week, error rate
Application and fee processing 1 Fee links, instalment follow-up
Reporting and MIS 1 Tools used, manual exports
Tools, space, telecom Non-people Per-seat dialer, SIMs, desks, CRM

Two things stand out. First, calling is the largest function by far, so any saving or growth there dominates. Second, the support functions are small in headcount but grow with application volume, not with counsellor count alone. If a plan of ready leads shifts effort from cold dialling to working interested applicants, the calling line may flatten while verification and processing stay exactly where they are, because every enrolled student still needs checked documents and a processed fee.

Calling and counselling: the line everyone knows

The calling line has four parts: fixed pay, incentives, employer statutory costs and the idle-hours cost. Public pay data for Indore is thin. Payscale's India figures for admissions counsellors show a wide band, with a base range of roughly ₹1.82 to ₹7.12 lakh a year across 33 profiles in May 2026, and no Indore split (Payscale). Use it only as a sanity check on your own register.

Employer costs add to this. For employees on wages inside the ceilings, ESIC sets the employer share at 3.25% of wages where coverage applies, and EPF adds an employer contribution on top. The exact lines depend on your establishment and wage structure, so the first article in this series is the place to build them, with your CA.

Then comes the part budgets rarely show: idle hours. A counsellor spends part of the day waiting for enquiries to arrive, drafting follow-ups, or on calls that go nowhere. Do not assume a figure for how much. Pull call logs for a typical week and compute connected hours as a share of logged hours. That share is your own utilisation rate, and it is the multiplier that turns a salary into a cost per useful conversation.

The support functions that grow without being noticed

Supervision, verification, processing and reporting rarely appear as a line in the admissions budget. They sit inside general salaries or in someone's job description. Pull them out and price them.

Supervision. One team lead covering fifteen counsellors is stretched. Reassigning enquiries when someone is absent, listening to calls and chasing activity reports eat the day. Price the lead's monthly cost fully, not as a fraction of calling.

Document verification. Online MBA programmes typically describe a funnel in which a registered applicant uploads documents and the institution verifies them before sending a fee link. University process pages commonly describe document verification followed by a fee link after eligibility approval. Whatever your own turnaround, the cost is people and time for every application, which means it scales with applications and not with leads.

Application and fee processing. Sending fee links, tracking instalments and reconciling payments is steady work. It is also a place where applicants fall away. The later article on cutting paperwork out of admissions operations looks at how to reduce the effort.

Reporting. If reports are rebuilt by hand from spreadsheets each week, that is salary spent on copying. Cost it in hours.

Tools, space and the CRM question

Non-people costs look small beside payroll, but they add up per seat: SIM and telecom charges, dialer licences, headsets, desks, power and internet. Allocate them by seat so that adding or removing a counsellor shows its full cost.

The CRM deserves a separate question. If you run on spreadsheets, there is no licence fee, but there is a cost in duplicate entry, lost follow-ups and slow reports. If you run a paid CRM, it is per-user. Free tiers from vendors typically cap users, contacts, automation and reporting; and limits change. Check any vendor's current plan page before relying on a free tier for a fifteen-person team.

OptimizedLeads' lead plans come with a free CRM for tracking, assigning and following up on the leads you receive. Treat that as one option in the comparison, and test whether it covers your assignment and follow-up needs on the free trial.

How this plays out in Indore and other tier-2 cities

Three tier-2 realities change the budget picture.

The support functions weigh more in a small office. A metro operation may spread one verification executive across hundreds of applications. An Indore, Bhopal or Jaipur office recruiting a few dozen applicants a month still needs the same roles, so each carries a larger share of the budget per enrolment.

Learners are mostly working adults. University pages describe online learners as working professionals, career switchers and others in their twenties and thirties. Reaching them often means calls outside office hours. Account for shift pay or staggered rosters in the calling line rather than discovering it in the second month.

Admissions decisions stay with the institution. UGC's published position is that online and ODL admissions and learner support must be run by the HEI itself, not through franchise or outsourced arrangements (Careers360, reporting UGC's November 2024 notice). So when you rebalance the budget, buy enquiries, not decisions. Your verification and processing functions remain yours.

Which lines move if leads arrive on a plan

Budget lines to test when moving from calling to a lead plan

When ready online MBA leads arrive on a plan, some lines can change and some cannot. Test each against your own numbers before you decide.

  • Calling headcount. May stop growing, or be redeployed to higher-value follow-up with interested applicants.
  • Supervision load. Eases if the calling team stops expanding.
  • Verification and processing. Do not shrink with a lead plan; they follow applications, not enquiries.
  • Reporting. Can simplify if leads, assignment and follow-ups sit in one CRM.
  • Agency retainer and ad spend. Compare against the plan fee and the lead quality you have actually received.
  • Plan fee. A new line; see /pricing for current plans and verify terms in writing.

OptimizedLeads supplies ready leads on a plan through the online MBA admission leads service, with a free CRM and replacement of invalid leads under terms agreed in writing; confirm the current definition and window. It works from existing data rather than from your ad campaigns. See /pricing for current plans. A team that wants to test without commitment can use the free two-day trial at /start-free-trial.

The reframing matters for morale and for results: the aim is to redeploy and right-size, or stop adding headcount, not to cut people. The later article on a leaner admissions team structure shows what that looks like.

Counsellor scripts and compliance belong in the budget too

One line almost never appears: the cost of getting counselling wrong. Regulators and courts have treated promises such as guaranteed placement as misleading where delivery cannot be shown, and wrong affiliation or approval claims as deficiency in service. A district consumer commission order reported in September 2026 required an ed-tech firm to refund fees for a "100% guaranteed placement" course not shown to be delivered (Education Post; a single-outlet report). The Department of Consumer Affairs has also flagged aggressive mis-selling by some ed-tech sellers.

The practical budget consequence is small but real: script reviews, call-quality sampling, and training so that counsellors state your programme's UGC-DEB entitlement for the session accurately and never promise outcomes. Incentive design is part of this. A pay plan that rewards enrolments at any cost pushes people towards the claims that create refund and complaint cost later. Include a modest line for quality assurance, and ask your counsel to review scripts. This is not legal advice; check current rules with counsel and the regulator.

What to do this week

  • List every person who touches an application, from first call to fee payment, and tag them to one of the six functions.
  • Price each function using real payroll, with the CA's statutory lines.
  • Compute utilisation from one week of call logs.
  • Mark which lines scale with leads and which scale with applications.
  • Compare the result with a plan fee and decide what to pilot.
  • Turn the totals into a return figure with the method in calculating the ROI of your admissions team, and check the leftover lines against the hidden costs list.

Frequently Asked Questions

How should I split an online MBA admissions budget?

Group every cost into functions: calling and counselling, supervision, document verification, application and fee processing, reporting, and tools and space. Price each from your own payroll and bills, then see which lines grow with leads and which grow with applications.

Do verification and processing costs fall if I buy leads?

Not directly. They follow applications and enrolments, not enquiries. A lead plan can slow growth in calling headcount and supervision, but every enrolled student still needs verified documents and a processed fee.

What does a twenty-person admissions team usually look like?

It is a scenario, not a statistic: around fifteen counsellors and callers plus a team lead, verification, application processing, reporting and a programme head. Use it to structure arithmetic and replace every figure with your own.

Is a free CRM enough for a fifteen-person admissions team?

It depends on limits for users, contacts, automation and reporting, which vary by vendor and change over time. Check the current plan page and test assignment, follow-up and reports against your needs, using a trial if one is offered.

Can outsourcing leads break UGC rules on admissions?

UGC's published position is that online admissions and learner support must be run by the institution, not through franchise arrangements. Buying enquiries is different from outsourcing admissions, but confirm your structure with your compliance head and the regulator.
