Counsellor Payroll vs Buying Qualified PhD Admission Leads
Rishabh · 19 Oct 2026

When enrolment targets go up, the usual reflex in a PhD guidance firm is to hire more counsellors and callers. In Indore and other tier-2 cities that is a manageable decision in the first year and a heavy one by the third, because payroll, supervision and attrition compound. The alternative, buying ready PhD admission leads on a plan, is not a free lunch either. This article compares them honestly on your own numbers, says what each leaves out, and ends with a decision rule so the choice rests on your figures rather than on a sales pitch, ours included.
Two ways to add enquiry volume, and what each really adds
Take the familiar scenario: an operation with about twenty people, of whom roughly fifteen are academic counsellors and callers. It is a picture for working through arithmetic, not a market statistic. You want more qualified eligibility conversations next quarter. There are two broad routes.
Route one: more people. You hire counsellors, who make calls to enquiries generated by your own ads, referrals, webinars and an agency if you have one. Output rises only if enquiry volume rises with it, and headcount adds supervision load and recruiting cycles.
Route two: ready leads on a plan. A provider (see the PhD admission leads service page) supplies PhD admission leads on a plan, so the callers you already have are fed, and you do not need to keep growing the calling machine. At OptimizedLeads that comes with a free CRM to track, assign and follow up, and invalid leads are replaced under a definition and window you agree in writing. It works from existing data, and it makes no promise on conversion, which still depends on your counsellors.
The two are not mutually exclusive. The useful question is which one adds a qualified conversation more cheaply at the margin, and what happens to the rest of the operation under each. Both answers depend on a unit you should already have measured, covered in how to calculate your cost per qualified PhD eligibility conversation.
Build the payroll side honestly
Payroll is more than the salary register. Start with salary, then add the employer's statutory share. According to EPFO, the employer contributes 12% of EPF wages, with an extra 0.5% for EDLI and 0.5% as an administrative charge. The wage ceiling for mandatory coverage was reported raised from ₹15,000 to ₹25,000 a month in September 2026 after a Union Cabinet decision, which is recent, so ask your CA how it applies to you. Under ESIC rates, the employer pays 3.25% of wages where an employee and establishment are covered, with a wage limit of ₹21,000 a month. Annual bonus and gratuity accrual come on top for eligible staff.
Salary levels are the second input. A job-portal explorer showed an average admission counsellor pay in Indore of ₹20,538 a month against ₹24,789 for Madhya Pradesh, derived from postings over the previous 36 months (Indeed India, page updated 6 October 2026). It is a generic admission counsellor average, not PhD guidance, and the research found no PhD-specific pay data. Your register beats any aggregator.
Then add what tends to be absorbed elsewhere: the team lead, the document-checking and MIS time, phones and dialer, desks, and the recruiting and training each replacement costs. The full method is in what an in-house PhD guidance team really costs, and the cost of departures alone is in academic counsellor attrition and the hiring cost firms ignore. Salaries are also likely to rise; an Aon survey released in February 2026 projected average salary increases in India of 9.1% for 2026 (Aon), so a flat-pay assumption is probably optimistic.
Build the lead-plan side without flattering it
A plan has its own costs and limits, and a fair comparison states them. We do not publish a rupee figure in this article; for current plans, see /pricing, and bring the figure back into your own sheet. Beyond the fee, count these items.
Counsellor time still exists. Leads need calling. If you buy volume you cannot work, the plan fee is a waste. The saving comes from not adding callers, or from redeploying existing ones to work with a better-fed pipeline, and not from callers disappearing.
GST. B2B marketing services are generally charged 18% GST under the standard rate structure, and registered businesses may claim input credit, but confirm the treatment with your CA.
Compliance on your side. Calling or messaging anyone requires a lawful basis. That is about consent trails, TRAI registered-sender rules and the DPDP Act's burden-of-proof principle, covered in applicant data and the DPDP Act. Ask any provider in writing how its enquirers came to be reachable for your outreach, and keep your own record of each first contact.
Replacement terms. Invalid leads are replaced, with definition and window agreed in writing. Read them before signing, and confirm the current terms, because the definition of invalid (wrong number, no response, not matching the profile you specified) decides how much of the plan you can use. Never assume a window; get it in the agreement.
Keep one more cost visible: whatever you currently pay an agency. Many firms pay a retainer plus ad spend and still receive weak enquiries from people without the required master's marks or national-test status, with no research interest, with fake numbers or simply not picking up. If that describes you, compare against the agency line, not only payroll.
The comparison on one page

The table sets the two routes against the dimensions that matter to an owner. It does not declare a winner, because the answer depends on your numbers.
| Dimension | Add in-house callers | Ready leads on a plan |
|---|---|---|
| Cost behaviour | Fixed, rises with headcount | Plan fee, set per plan |
| Time to add volume | Hire, train, ramp up | Start on a plan; short trial first |
| Supervision load | Grows with team size | Existing team keeps the load |
| Attrition exposure | Each exit costs time and leads | Not driven by headcount |
| Lead quality control | Depends on your ads or agency | Replacement terms agreed in writing |
| Tracking and follow-up | Your own sheet or CRM | Free CRM comes with the leads |
Read it as a map of where to look, not a score. If supervision and attrition are your biggest pains, the right-hand column deserves a trial. If your team is small, stable and well used, with decent enquiry quality from your own sources, the left column may remain the better value and you should say so to yourself plainly.
A worked example with round placeholders
Illustrative, replace with your numbers. Suppose your target needs 100 more qualified eligibility conversations a month than you manage now.
In-house route. Say each added counsellor holds 20 qualified conversations a month at current enquiry quality, a placeholder you must replace from your own log. Meeting the target needs five more counsellors. At ₹25,000 gross plus 13% employer provident-fund related charges, each costs ₹28,250, so five cost ₹1,41,250 a month before incentive, supervision, tools, seats, recruiting and training. If a counsellor leaves after eight months, repeat the recruiting and ramp-up cost.
Lead-plan route. Suppose your plan fee is F a month, taken from current plans. Suppose existing counsellors hold 25 qualified conversations a month each when fed better enquiries, also a placeholder. If the extra 100 conversations come from the same fifteen people, that requires about 7 more per person, a stretch you should test rather than assume.
The decision rule that falls out: compare (five counsellors' fully loaded cost) with (plan fee F plus any added incentive for the existing team), then adjust for the share of leads you can actually work and the replacement terms. If the plan route costs less per qualified conversation after a trial, move volume that way. If it does not, stay in-house and revisit. The figures above are invented to show the method. They are not benchmarks, and no conversion rate is claimed for either route.
How this plays out in Indore and other tier-2 cities
Tier-2 recruiting has features that change both sides of the sum. PhD admission is rule-bound and cycle-driven. In Indore's state university's December 2025 cycle, applications ran from 14 to 30 November, the online test followed on 21 December, and 13 subjects used the entrance test while about 30 admitted through valid national test scores (university information brochure, Indore, Dec 2025 cycle). Demand around such windows is lumpy, which suits a plan you can scale or pause at renewal better than a permanent salary base, and it suits a permanent team better when enquiries arrive evenly all year. Measure your own seasonality in the CRM before choosing.
The rest of the local picture is thin on data. The research found no sourced figure for Indore PhD aspirant headcount, working-professional demand, or regional-language habits, so none is asserted here. What can be said is structural. Part-time PhD is permitted under UGC regulations with an employer no-objection certificate, and distance or online PhD is not permitted. A guidance firm recruiting working professionals and faculty in tier-2 cities will therefore have longer, more document-heavy conversations, and counsellor time is the scarce resource. That is the argument for protecting counsellor hours from poor enquiries, whichever route you choose.
A smaller city does not erase fixed costs. Each seat still needs a desk, a phone and a supervisor, and a smaller office spreads them over less volume.
Mistakes that skew the comparison

- Comparing salary with plan fee. Salary is one line of the stack; compare the fully loaded cost.
- Assuming leads replace counsellors. Leads need people to call them. The saving comes from not growing the team or redeploying it.
- Using a conversion rate nobody measured. Use your own log or leave the rate as a formula input.
- Ignoring the agency line. A retainer plus ad spend belongs in the same comparison.
- Skipping the trial. Test with a short run on your own team before moving volume.
- Forgetting the exit. Know what happens to the team, the data and the CRM records if you stop.
If you do shrink or stop growing the team, frame it as redeploying and right-sizing: counsellors can move to applicant document support, post-registration follow-up and webinar delivery, which are tasks better done by people who know the process. The transition is covered in a transition plan from an in-house calling team to a lead provider.
What to do this week
- Compute your fully loaded monthly cost per counsellor and your cost per qualified eligibility conversation.
- Look up current plans and write the plan fee into the same sheet.
- List every line you pay for enquiries today, including any agency retainer and ad spend.
- Ask for the replacement definition and window in writing from any provider you consider, and keep the answer.
- Run a free 2-day trial on a small slice of your team and log each result against your definition.

Frequently Asked Questions
Is buying PhD admission leads cheaper than hiring more counsellors?
It depends on your own numbers. Compare the fully loaded cost of the counsellors you would add with the plan fee, then divide each by qualified eligibility conversations after a short trial. If the plan route is cheaper per qualified conversation, move volume that way; if not, stay in-house.
Do ready leads mean I can reduce my calling team?
They can let you stop adding callers or redeploy existing ones, because the team is fed enquiries it did not have to generate. Leads still need people to call and counsel them. Treat any change as redeploying and right-sizing, not as a headcount cut target.
What does a lead plan cost?
This article does not quote a rupee figure. See the pricing page for current plans and bring that figure into your own comparison sheet along with GST treatment, which your CA should confirm.
What happens if some leads turn out to be invalid?
With OptimizedLeads, invalid leads are replaced, with the definition and window agreed in writing. Confirm the current terms before you start, and keep them in the agreement rather than relying on a verbal assurance.
Should a small PhD guidance firm buy leads or keep calling in-house?
A small, stable team with decent enquiry quality may do better in-house. A firm whose supervision, attrition or poor agency leads are the main pain has more reason to test a plan. A free two-day trial lets you check the match before committing.
